The RMDZ program provides attractive loans, technical assistance, and free product marketing to eligible businesses and nonprofits who are located in the zone and manufacture products using materials that would normally end up at the landfill. The purpose of the loan program is to promote market development for waste materials. Loan funds may be used to purchase machinery & equipment, for real estate purchases or improvements, to pay loan closing points, for working capital, or to refinance onerous debt that jeopardizes and causes a negative impact on the borrowers cash flow. A RMDZ loan can be advantageous because they are low cost, they have a below market fixed interest rate, and there is no prepayment penalty. The program can fund up to 75% of the cost of the eligible project, or $2 million dollars, whichever is less.
The Recycling Market Development Zone includes the following cities in Tulare County – Dinuba, Exeter, Farmersville, Lindsay, Porterville, Tulare, Visalia, Woodlake, and all unincorporated areas of Tulare County not zoned residential.
